FUNDING

STP Grant Payment Arrangements


Schools which achieve approved travel plans before 31st March 2010 will receive a one-off grant of £3750 + £5 per pupil for primaries, and £5000 + £5 per pupil for middle and high schools. The grant is paid into the school’s devolved formula capital and can be applied for and spent in the usual way, as explained below. Please note; only capital items can be purchased with the grant – an indicative list is given below.

LA Maintained Schools


Maintained schools achieving an approved travel plan by 31st March will have the STP grant included in the Standards Fund and payments will be made in the following proportions:-

September 50%
December 25%
March 25%

DCSF will advise the Standards Fund Officers of the amounts to be allocated in each payment, who will then be able to advise schools direct.

Voluntary Aided Schools


VA schools will receive their STP grant directly into the VA school’s nominated account for capital receipts.

Non-Maintained Special Schools


NMS schools will receive the grant as a one-off payment into their nominated account, usually in the summer following approval.

Permitted

  • Lockers.
  • Cycle storage.
  • Scooter storage.
  • New access at school perimeter, only if it is on school land.
  • New path for pedestrians and/or cyclists in school grounds.
  • Wider paths in the school grounds.
  • Drainage.
  • Improved lighting in school grounds.
  • CCTV.
  • On site waiting area for pedestrians.
  • On site shelter for pedestrians (eg parents waiting, pupils waiting for school buses in the school).
  • Bus turning circle in school grounds.
  • Guardrail.
  • Traffic calming on school access roads in school grounds.
  • New signing.
  • Re-siting school fences to improve access.
  • Car drop zones / turning circles in school grounds.
  • Remote control entry system for a pedestrian gate.
  • Providing a laminated cycle 'passport' with a swipe-in chip for the secure store.
  • Wet weather changing facilities, but not items such as hairdryers unless incidental to larger project.

This list is not exhaustive but gives an indication of the types of schemes permitted.

The following list is, again, not exhaustive but does indicate the types of scheme for which funding has not been permitted:-

Not Permitted

  • Seed money to start off a breakfast club.
  • Cycle training courses when the instructors have to be paid and/or training of instructors.
  • Cycle repair workshop equipment.
  • Buying-in expertise for STP-related issues.
  • Staff time, eg, supervision at ‘park and stride’ drop-off points, attending STP working groups, input into STP activities such as car-share clubs.
  • Extra responsibility points for teachers championing STPs.
  • Publicity and promotional resources.
  • Tabards for walking bus escorts/passengers.
  • Trolleys for (walking bus) bags.
  • Software - for mapping and surveys etc.
  • Subsidised bike lights/helmets/hi viz gear/locks for people cycling to school.
  • Markings to rationalise parking or improve safety of pupils in the vicinity of cars; unless part of larger project.
  • Active play equipment.
