What special support is available for children 0 – 5 years?


If your child is under school age and has an additional need and has been referred to the Multi Agency Team at Oak House, Newport, they are likely to receive support and advice from the Early Years Support Service.

Early Years Support Service (SEN)

Children with special /additional needs can be referred if appropriate to the Early Years Support Service following a referral to the Multi-Agency Team (MAT) at Oak House, Newport. Referral to MAT can be made only with parental consent by any professional within Children Services, including early years settings. Parents are also able to self refer.

Early Years Support Service

The Service is made up of three geographically defined teams. Each team comprises an Early Years Inclusion Officer and 2 or 3 Early Years (SEN) development workers. The Service provides appropriate support for children aged
0-5 years and their families and will:
  • Support transition into early years settings and school.
  • Support the child with an individual programme of development in partnership with parents/carers.
  • Support and advise pre-school, nursery or reception class staff in order to plan an appropriate programme and environment for each child.
  • Ensure that there is a multi-agency approach that links: personnel, assessment, information, structured programmes, training & resources.
  • At all times adhere to the statutory guidelines set out in the SEN Code of Practice 2001, when working with and supporting any child with special/additional needs.
Parents and settings will be guided and supported through the statutory assessment process if deemed appropriate.
