Guidance on the Use of Restrictive Physical Interventions for Pupils with Severe Behavioural Difficulties


Section 550A of the Education Act 1996 recognised that, in certain specific circumstances, necessary reasonable force can be used by teachers and others authorised by the head teacher to control or restrain pupils.

These guidelines are intended to provide clear, practical advice for LEAs and special schools on drawing up policies on the use of restrictive physical interventions. They are divided into three main areas:

  • Model policy guidelines for local education authorities
  • Model policy guidelines for special schools
  • Advice on risk assessment and a suggested risk assessment proforma
